and the hiring of incompetents is also a well-known tactic to create unquestioning loyalty.
the hirelings know they are not qualified, they will do whatever they are told.
they know their job could be taken away at any time by "the big boss" and that makes them even more pliable.
call it bullying, the mob, dictatorship, it all operates on the same basic premise in all sapects of life: work, home, politics, church, team-sports, and more.

I had to counsel a guy about this. i think I got through to him,
Never engage anyone for a team who doesn't have understand the basics of kindergarten give-and-take. I had one guy who was not a team player - he was not allowed onsite, but I could give him dark mysteries and he'd give me great solutions. Hygiene issues, came from a lot of money, oddly, he and my son are friends to this day.

Not just stupid.
They need to be stupid enough to be 100% loyal to him, not to the country or constitution. It’s a pretty specific stupidity.
