@paninid All joking aside, I think the real challenge with this is the assumption that work is finite.

I have an old friend who used to always shake me and say, "Geoff, work is like a gas. It fills whatever space you give it."

Which is to say the "relax" phase here is an intentional choice, not a consequence of "finishing" anything. For some people, that feeling of "more to do still" is haunting. Procrastination is a defense against this by forcing a sort of self-selecting urgency.
