It's Friday afternoon, which is not the time to be dealing with a data transfer issue where the data is in a CSV file that is sent via an intermediate FTP server and the CSV file is using an invented format for escaping double quote characters in fields instead of what RFC4180 says to do.
Actually now that I think about it further it's 2025 and there is no reason to deal with CSV files sent via FTP at any time!
