Why do academic articles cost anything online. Their writing is funded by the academic programs they were attached to and unlike print journals online publishing costs are negligible.

Because the publisher takes all the money. The author won't see a cent.
If you message the author, he'll probably send you a copy for free. He's usually just not allowed to upload it anywhere.
Fun fact: academic authors often have to pay the publisher too to get published. It's really a sick system.
