He has an interesting story. Wiki doesn't seem to mention it, but my understanding was, he was largely run out of Europe on a rail. That he was up on charges, and Franklin's offer was a mutually acceptable solution for all.
@skydog -- What's also never mentioned is if Franklin specifically knew this and neglected to tell Washington and the Continental Congress or if he genuinely didn't know.
(But seriously, how would Franklin NOT KNOW considering his social connections and celebrity in Paris, France, at the time, so I suspect he purposefully withheld this information until he got to the the Americas and it was too late (especially since he was a "volunteer" with crazy good military training willing to help.))
