At bitcoinj, we've started a similar project to use Panama to wrap the libsecp256k1 native implementation of the SECG curve secp256k1. We are providing a high-level secp256k1-curve API and also plan to provide a Bouncy Castle implementation of the API.

At least in the short-term, there are no plans to create a JCE provider.
