Squeeze bottle hard to push strong stream into the eye, from inner to outer, away from tear duct. Repeat with the other side, mirrored Repeat process until they can blink and see. (They may still be in pain.) Rinse mouth. Wash glasses before putting them on again. Wash bare skin with soap & water. 1Discard and replace gloves for next flush ONLY USE WATER in eyes! Other things are extra prep, may cause reactions, & mark people. You are physically pushing a substance, not blocking the chemical. Water is cheap, easy, safe, and widely agreed upon. Police use them to scare and disperse, but chemical weapons alone can’t kill you.

Dish detergent works very well for oil based chemicals. Normally you wouldn't want it in your eyes or on your face but dish soap removes grease and oil so it is very effective against oil based chemical agents like pepper spray. I can't say if it's as effective on tear gas. It will remove the oil from your pores and maybe the chemical agent with it.
