I'm not sure that's true. It see it as more like the US ruling class, having pivoted to the Russian oligarchy model, making a strategic partnership with the Russians. In an attempt to pull them away from being friendly with the CCP in China.

I could be wrong, but I think it's a mistake to see him as causal. He's there because it suits the interests of a major faction of the US ruling class for him to be there.
